Whenever a vacancy in the classified service is to be filled, other than by promotion, transfer, reinstatement, reduction or through the collective bargaining unit bidding system, the appointing authority shall make request (Form No. 2) for certification of the Civil Service Commission stating the title of the position to be filled, the classification and grade, compensation, the name of the last person holding such position and also whether the position is to be filled permanently or for a temporary period only.
