Section 2. Types of Examinations.
   Examinations shall be competitive or noncompetitive, assembled or unassembled, open or promotional.
    (a)    Competitive examinations are those given for the purpose of determining the relative rank of examinees and establishing an eligible list in the order of the grades received by each candidate who have passed the examination.
    (b)    Noncompetitive examination. An examination either open or promotional, given to determine those qualified to fill appointments to positions requiring peculiar and exceptional qualifications of a scientific, professional, educational or managerial character. The resultant eligible list consists of an alphabetical listing, of those examinees who have passed the examination from which any one may be selected.
    (c)    Assembled examinations are those given to a number of candidates gathered in one or a number of examination centers.
   (d)   Unassembled examinations are those in which applicants are subject only to general controls as to the manner in which required materials are submitted to the examiner(s) for review and rating and usually not involving the calling of applicants together.
   (e)    Open examinations are those to which persons not in the City service, as well as those in such service, are admitted.
   (f)    Promotional examinations are those to which only eligible persons in the City service are admitted.
   The Commission shall determine and state the type of examination in the notice announcing each examination.
