Section 1. Purpose and Scope of Rules.

   These Rules and Regulations are adopted for the purpose of providing, and the Commission does hereby provide, for the ascertainment of merit and fitness as the basis for appointment and promotion of all employees in the classified service of the City as required by the City Charter and the Constitution and applicable laws of Ohio, and for appeals from the action of the appointing authority as herein provided.

   No person in the classified service of the City shall be appointed, discharged, transferred, laid off, suspended, reinstated, promoted or reduced in pay or position, except in the manner prescribed in these Rules and Regulations, except where superseded by a collective bargaining agreement.
