A person who receives an order from the Street Commissioner and objects to all or a part thereof, may, within fourteen days of receipt thereof, notify the Commissioner in writing of his desire to appeal the order. The appeal is presented to the Tree Commission who, by a majority vote, may affirm, reverse or modify the order.
