No person or firm shall engage in the business or occupation of pruning, treating or removing trees within the City right of way or public lands without first applying for and procuring a license. The license fee shall be set by the City and shall be required of any public service endeavors. Before any license is issued, each applicant shall first file evidence of possession as required by the City. The license fee shall be twenty-five dollars ($25.00) per year for anyone who does it for hire, and excludes Toledo Edison and public utility work. The license shall be filed in the Department of Building and Zoning Inspection. All trees shall be trimmed and planted according to the National Arborists Association standards.
