(a) "City" means the City of Oregon.
(b) "Tree lawn" means the parcel of land located between the curb and sidewalk or City right of way where no sidewalk exists.
(c) "Public way" means all public streets, roads, boulevards, alleys and sidewalks.
(d) "Public area" means all public ways, parks and other lands owned, leased or controlled by the City.
(e) "Maintenance" and "protection" includes all operations of trimming, pruning, spraying, injecting, fertilizing, treating, bracing, doing survey work and cutting above or below the ground.
(f) "Street tree" or "tree" means any tree or shrub in a public place, except where otherwise indicated.
