(a) There is hereby established a Tree Commission for the City which shall be known as the Oregon Tree Commission. The Commission shall consist of the following seven members: the Street Commissioner or his designee, an elected official or an appointed City official, a representative from the Oregon Growth Corporation and four residents of the City who shall be appointed by the Mayor with the approval of Council.
(b) Of the initial appointments with the exception of the two City designees, two terms shall expire on December 31, 1993, two terms shall expire on December 31, 1994 and three terms shall expire on December 31, 1995. Subsequent to the initial appointments, all appointments to the Commission shall be for terms of three years. A vacancy occurring during the term of any member of the Commission shall be filled for the unexpired term in the manner authorized for an initial appointment.
(c) Members of the Commission shall serve without compensation.
