157.02 DUTIES.

   The function of the Citizen's Advisory Health and Welfare Committee shall be:

   (a)   To study and report to the Mayor and Council all matters affecting the health and welfare of the residents of the City.

   (b)    To carry on in all respects the functions of the Oregon Emergency Relief Committee, reporting from time to time to the Mayor all matters in this connection.

   (c)    The Health and Welfare Committee shall seek its own methods of financing its programs through donations from various clubs and organizations within the City, and in this connection shall prepare its own budget and submit reports to the Mayor in connection therewith.
