The Division of Maintenance, under the direction of the Director of Public Service, shall have charge of, and be responsible for:
(a) The construction, reconstruction, cleaning, maintenance, inspection and repair of all public streets and grounds, sidewalks, street signs, sewers, waterlines, parks, playgrounds and buildings of the Municipality;
(b) The service, inspection, maintenance and repair of traffic signs, traffic signals, vehicles, equipment and appurtenances belonging to or used by the City;
(c) The collection, transportation and disposal of rubbish and refuse from Municipal operations and the supervision of disposal areas and facilities.
