Upon recommendation of the Director of Law, the Mayor may authorize the Director of Finance to draw a warrant:
(a) In compromise of claims made against the City to the extent not covered by insurance from previous funds appropriated for that purpose in amounts not to exceed five thousand dollars ($5,000).
(b) To retain additional legal, professional or support services which are not otherwise required to be bid and which are incident to legal proceedings from funds previously appropriated for that purpose in amounts not to exceed ten thousand dollars ($10,000).
