(a) The Mayor and Director of Finance are hereby authorized to approve change orders constituting cumulative total amounts not more than five percent (5%) of the original contract amount or two thousand five hundred dollars ($2,500) whichever is less when the change order represents an amendment to the original contract arising from:
(l) Changes in the final contract amount due to "as built" quantities in excess of estimated quantities on unit price contracts.
(2) Changes resulting from unforeseen conditions discovered during construction which do not result in outside the scope of the original contract.
(b) The Mayor and Director of Finance are hereby authorized to approve change orders to contracts in amounts of two hundred dollars ($200.00) or less in addition to the change order which may be so approved under subsection (a) hereof.
(c) Whenever a change order is approved under subsections (a) or (b) hereof, the Director of Finance shall notify each member of Council thereof by written memorandum.
