The Mayor is authorized on behalf of the City to accept delivery of and to record deeds conveying interests in real property to the City when:
(a) The deed is given in order to satisfy a condition imposed as part of a plat rezoning, split or similar proceedings by the appropriate officers, boards or commissions of the City of Oregon; and
(b) No consideration is paid by the City; and
(c) Acceptance by the City is in its best interest as determined by the Mayor; and
(d) The Mayor endorses his receipt and acceptance thereon prior to recording.
