(a) Unless otherwise specifically provided by the City Charter or by ordinance or resolution of Council, all ordinances, resolutions, notices, statements, orders, proclamations and reports required to be published by the Charter, the applicable laws of Ohio or legislation enacted by Council shall be published by posting a copy thereof in each of the following places in the City:

(b) The locations specified in subsection (a) hereof are five of the most public places in the City.
(c) Except for ordinances, resolutions or measures becoming effective as provided in Section 10(a), Article III of the City Charter, copies shall be posted for a period of not less than ten days prior to the taking effect thereof. Ordinances, resolutions or measures becoming effective as provided in Section 10(a), Article III, of the Charter shall be posted also for not less than ten days.
