(a) Waiver of notice of a special meeting of Council required by Article III Section 5
of the City Charter may only be waived by attendance of all Council persons at such special meeting notwithstanding the provisions of Article III Section 6
or any other section of the Charter, which may be construed to be to the contrary.
(b) The only exception to such notice requirement is when such service on a Council person or the Mayor of the notice would be futile or useless.
