111.11 ADMINISTRATIVE MATTERS.
   Routine matters that are to be handled by the administration:
   (a)    Shall be presented to the administration on the form provided.
   (b)    Shall be presented to the administration either during working hours or in a Committee of the Whole meeting.
   If the Councilman does not feel that the matter has been handled in a reasonable amount of time or in a satisfactory manner, then it should be referred to the President of Council to be placed on the agenda of the next meeting of the Committee of the Whole.
