(a) Each ordinance or other matter referred to a committee may be amended by the committee. These items shall be placed on the agenda for the next Council meeting by the President of Council.
(b) When any matter is referred to a committee with instructions to report at a
time named, should the committee not be ready to report at such time, unless further
time is granted, the matter so referred shall be considered as if reported back without
recommendation.
(c) The reports of the committees shall be recommended by a majority of the committee. Council may relieve the committee of further consideration of any questions and order it placed on the agenda.
(d) (1) By a majority vote of the members of Council any legislation before Council may be referred to a committee.
(2) The President of Council may refer matters other than legislation to a committee.
