111.06 ORDER OF BUSINESS.
   Each meeting of Council shall be opened with the Pledge of Allegiance to the flag, which shall precede the order of business. The schedule of business for conducting meetings of Council shall be as follows:
   (a)    Roll call of members to determine if a quorum is present. Absent Councilmen should be excused by motion, for cause.
   (b)    Reading and approval of minutes of the previous meeting and correction of errors of omission or commission therein, if there are any.
   (c)    Introduction of persons or delegations wishing to appear before Council. Any person desiring to speak before Council shall approach Council, give his name and address and speak from the podium provided. Once Council commences its agenda, no person will be permitted to address Council, unless permitted to do so by the President of Council.
   (d)    The agenda shall be made up with the approval of the President of Council. No petitions, communications, ordinances or resolutions shall be acted upon at a regular meeting of Council until they have been open for discussion in a Committee of the Whole meeting, unless placed on the agenda by a vote of the majority of members of Council present.
   (e)   Report of the President of Council on items referred by the Committee of the Whole.
   (f)    Disposal of items referred by Committee of the Whole as recommended for approval.
   (g)    Disposal of items referred by Committee of the Whole without recommendation.
   (h)    Disposal of items referred by the Committee of the Whole requested to be deferred by a member of Council.
   (i)    Second and/or third reading of ordinances and resolutions having had their first reading. (By title only).
   (j)    Mayor's reports.
   (k)    Reports of standing committees.
   (l)    Reports of special committees.
   (m)   Any further business to be brought before Council.
   All communications, petitions, ordinances and resolutions presented to Council which cannot be immediately taken up shall be referred to the proper committee for study and report by the chairmen of committees. Should there be any questions about the committee to which any matter should be referred, Council can, by majority vote, refer the matter to any committee. The committee will then report out the ordinance or resolution at a Council meeting after they have completed their study and report.
