111.05 COMMITTEE OF THE WHOLE.

   (a)    An agenda shall be prepared for the Committee of the Whole. Each item on the agenda shall be acted upon by the Committee in the following manner:

       (1)    Recommended to Council as approved;

      (2)    Deferred to next meeting of the Committee, or to a specific date beyond

         the next meeting of the Committee;

      (3)   Tabled or disapproved.

   (b)    The President of Council, acting as Chairman of the Committee of the Whole, shall report to Council the actions taken by the Committee at its next regular meeting.

      (1)    Items referred to Council as approved shall be acted upon by Council without further discussion, however each Councilman shall have the right to hold any item for further discussion. To exercise this right, the Councilman shall make known his request after the report by the President of Council.

      (2)   Items held for further discussion shall be deferred until all other approved items are disposed of by Council.
