111.03 QUORUM; RECOGNITION OF MEMBERS; EXPLANATION OF VOTE.
    (a)   A majority of the members of Council shall constitute a quorum for the transaction of business at any meeting, but a smaller number may adjourn the meeting from time to time and may compel the attendance of absent members.
   (b)    At any meeting at which a quorum is present, any ordinance or resolution may be passed or adopted or any other action may be taken by the affirmative vote of a majority of the members of Council present at such meeting unless a larger number is required by the provisions of the City Charter or by the Constitution or laws of Ohio.
   (c)   Every member, when wishing to speak, shall be first recognized by the Chair and shall address the Chair as "Mr. President" who shall pronounce his title (Mr. or Councilman, etc.) and name which shall entitle that member to the floor. The speaker shall confine himself to the question.
   (d)    It shall be in order for members to explain their vote during the call of the roll. (Ord. 96-1976. Passed 7-12-76.)
