111.01 PRESIDENT; PRESIDENT PRO TEM.
   The President of Council shall preside at all meetings of Council at the hour appointed for Council to meet and shall immediately call the members to order. The roll shall then be called and the Clerk of Council shall enter in the minutes of each meeting the names of members present. In the absence of the President of Council, Council shall elect a President pro tem. The Mayor, or in his absence, the Clerk of Council, shall act as Chairman for the purpose of electing a President pro tem.
