(a) Wooded Areas and Natural Areas. Commissioner of Building and Zoning shall determine wooded and natural areas.
(1) In establishing natural areas the following shall be considered:
A. Impact on neighboring properties
B. Clean air
C. Clean water
D. Noise and glare reduction
E. Screening and privacy
F. Aesthetic values
G. Recreational and educational opportunities
(2) The decision of the Commissioner of Building and Zoning may be appealed to the hearing board for abatement of public nuisance as provided in Section 1341.03.
