The Chief, in cooperation with duly authorized officers of the State, shall require and supervise fire drills in each and every public, private or parochial school and educational institution within the City and shall make certain by regulations and inspections that all doors and exits in such buildings shall be kept unlocked during school hours or when the same are being used and occupied for any other purpose.
