The order referred to in Section 1501.07 may be directed to the owner, lessee or occupant of such premises or the person in charge or control thereof if not the owner, lessee or occupant, or the person in charge or control of the articles, materials, goods, wares, merchandise, equipment or appliances referred to in such section or to the owner thereof as the circumstances may require and shall be served upon such owner, lessee, occupant or person in charge or control personally. In case no such person is found upon the premises, service may be had by posting a copy of the order in a conspicuous place, such as a door or other entrance to the premises. If the owner or lessee is a nonresident of the City, a copy of the order shall be sent by certified mail to the last known post office address of such person.
Compliance with the order shall be made by the owner, lessee, occupant or person in charge within twenty-four hours of the service of such notice, unless within such period the party upon whom such service is made appeals to the Mayor or his designee, who shall within five days review such order and approve, modify or revoke the order. If approved or modified, compliance therewith shall be made within the time fixed by the Mayor. The person being so served shall not fail to comply with such order within the twenty-four hour period or the time fixed by the Mayor after appeal.
