1369.09 HOMEOWNER'S EXEMPTION.
   Nothing contained in this chapter or in any regulation adopted pursuant to this chapter, shall be construed to require that the owner of any residential property shall be licensed or required to hold a certificate of registration to perform work upon such property. The owner, performing such work may hire persons not included in the definition of contractor to assist in such work, provided that he notifies the authority enforcing this chapter of his intention to hire unregistered help prior to the issuance of the building or zoning permit and that he furnishes to such authority upon demand the identity of the person or persons hired, together with an accurate account of the hours worked and moneys paid to such person or persons, for the purpose of establishing the contractor status of the person or persons so engaged. Such work shall be done in conformity with the provisions of this Building Code and any rules and regulations promulgated thereunder and no work shall be done unless all permits, inspections and approvals required by this Building Code are first secured.
