(a) Upon receipt of a properly completed license application and upon compliance with all provisions of this chapter the Commissioner of Building and Zoning Inspection shall issue a license to the applicant which shall be valid only for the current calendar year or disapprove the application for one of the several reasons as set forth in Section 1365.09.
(b) Contractors licensed pursuant to this section shall warrant or be presumed to have warranted that all work to be performed and all materials to be supplied by contract are in compliance with all applicable ordinances of the City unless the contractee has actual knowledge of any deficiencies or noncompliance at the time the contract is entered into.
