(a) Applications for a license shall be on a form issued by the Commissioner of Building and Zoning Inspection. Such licenses shall be granted if the Board of Examiners finds the applicant is qualified to perform the work for which the application is sought.
(b) Evidence that the applicant is currently licensed by a city or county which, in the opinion of the Commissioner has a qualified examination. shall be sufficient evidence of qualification so as to authorize the issuance of a license. Evidence that the applicant has served en apprenticeship in a trade union and passed all necessary requisites of the union which, in the opinion of the Commissioner demonstrate the applicant's ability to perform work in compliance with all applicable codes and ordinances, shall be sufficient evidence of qualification so as to authorize the issuance of a license.
(c) If the applicant does not qualify based upon subsection (b) hereof, a written examination as to the qualifications and competency to perform the work for which the application is sought shall be conducted by the Board of Examiners based on the minimum standards as set forth in the applicable codes and ordinances.
