(a) When any person, firm or corporation has commenced work on a project without first procuring the necessary permit therefor, the Building officia1 shall make a thorough investigation to determine whether all work performed prior to the subsequent issuance date of the specified permit conforms to all pertinent Building Code provisions. The charge for making an investigation prior to the issuance of the necessary permit shall be in addition to the required permit and shall be double the permit fee specifically required plus the following amounts:
First offense $ 25.00 Second offense within 12-month period 50.00 Third offense within 12-month period 100.00 Fourth offense within 12-month period 200.00 Fifth offense within 12-month period 400.00 Sixth offense within 12-month period and all subsequent offenses within that period 500.00 |
(b) In no event shall the combined total of double the permit fee plus the additional charge exceed one thousand dollars ($1,000) for any one offense.
(c) The payment of the aforementioned charges shall not relieve any person, firm or corporation from full compliance with the requirements of the Building Code in the execution of the work nor from any penalty prescribed therein.
