(a) There is hereby established a Design Review Committee which shall consist of the Commissioner of Building and Zoning Inspection, the Director of Public Service, the City Administrator, the Chairman of the Economic Development Committee of City Council, and one member appointed by the Mayor for a three-year term.
(b) The Design Review Committee shall have the authority to review and approve plans submitted for the construction of commercial buildings in C-1, C-2, C-3, C-4 and C-S Zoning Districts to ensure compliance with the provisions of Section 1343.01. The Design Review Committee may exempt all or parts of the standards adopted in Section 1343.01 when, in the opinion of the Design Review Committee, the design of a building constitutes a unique building meeting the intent of the design standards. Decisions rendered by the Design Review Committee may be appealed to the municipal Planning Commission. Review by the Planning Commission shall be strictly limited to a determination of whether the Design Review Committee has correctly determined if plans, or some portion of plans, comply with these regulations. The Planning Commission is expressly prohibited from approving plans not in conformance with these regulations or alternative designs rejected by the Design Review Committee.
(1) The Design Review Committee shall have the authority to approve all modifications to landscaping and bufferyard requirements as provided in Section 1152.09.
