(a) For Structures Served by a Sanitary Sewer. No sewage disposal device or equipment shall be installed or maintained on property accessible to a sanitary sewer. Backflow protection shall be required on all sanitary sewer systems with plumbing fixtures below finish grade level.
(b) For Structures not Served by a Sanitary Sewer.
(1) Approval of proposed sanitary facilities shall be obtained from the Lucas County Board of Health before a building permit will be issued.
(2) A dwelling with a basement shall have two sump pumps; one for the basement floor drain and laundry which shall discharge into the septic tank or other disposal device approved by the Lucas County Board of Health; and one for the footer tile, the discharge of which must be conducted underground, to the storm sewer or other public drainage facility.
(3) A separate permit shall be obtained for any connection to a storm sewer or public drainage facility or ditch, and no such connection shall be covered until inspection and approval by a representative of the City.
