1305.03 INSPECTION AND ENFORCEMENT; APPEALS.
   (a)    Approval Required. No wiring, plumbing, heating ducts, chimney, fireplace or wood framing shall be concealed until inspection and approval by the Commissioner of Building and Zoning Inspection and until an appropriate signed notice of such approval is posted on the premises. The Commissioner shall require removal of any insulation, lath or covering applied before such approval. The rough framing inspection shall be made only after the roof, all framing, bracing, exterior sheathing, chimney and fire stopping are in place.
   (b)    Violations, Remedies, Stop-Work Notice. Whenever the Commissioner is satisfied that a building or any part thereof is being erected in violation of the approved plans and specifications or of any City requirements herein, he may order the person or persons responsible to remedy such illegal action or construction and if such person or persons fails to comply with any such order, he may post on the premises in a conspicuous place an order to discontinue all work on the structure until such illegal action or construction is remedied.
   (c)    Appeals. Whenever the Commissioner rejects or refuses to approve the method or manner of construction proposed to be followed, or materials to be used in erection or alteration of a building or structure, the owner or his duly authorized agent may appeal from the decision of the Commissioner to the Board of Appeals. Such appeal shall be in writing and shall be filed within ninety days after the decision is rendered.
   The Board may modify or reverse any order or decision of the Commissioner or any
provisions of the Building Code, or any of the provisions herein, in harmony with the general
intent thereof.
