(a) Building Permit. A building permit shall be required for any structure or any addition on to a structure, including any porch more than six inches above the ground and any roof over an existing porch, including a permanent awning or enclosure of an existing porch, or any dormer and for repairs of any fire damage. Permits shall be required for the finish of any interior habitable spaces (attics, basements, tenant areas, etc.) for any masonry, factory built or directive fireplace units, and as required in the current adopted building codes for residential and commercial.
A building permit is not required for:
(1) Minor repairs where the structure is not substantially altered.
(2) New siding, including aluminum, vinyl or wood, replacement windows, re-roofing with no sheathing replacement.
(3) And as noted in the current adopted building codes for residential and commercial.
(b) Other Permits; Exception. Separate permits are required for electrical, plumbing and heating installations and for any connection to a public sanitary sewer, storm sewer or drainage ditch. Also, a separate permit is required for construction of a sidewalk and/or driveway approach on the public right of way. Such permits shall be obtained by and work performed only by persons licensed to perform such work, except that the owner of premises who occupies or intends to occupy the premises may perform any of the work hereinbefore mentioned except sanitary sewers without being licensed therefor.
(c) Application for Permit. Application for a permit shall be made upon a form supplied by the Commissioner of Building and Zoning Inspection and accompanied by sufficient plans and specifications to show the following information:
(1) A plot plan, completely dimensioned, showing the size and exact location of all proposed new construction and the relation to all other existing or proposed construction on the same lot, including distances from front, side and rear lot lines and location and dimensions of driveway and sidewalk.
(2) A floor plan of each floor, including the basement, showing dimensions of rooms, swing of doors, location of furnace, water heater, chimney, sumps and all sanitary facilities, porches and provisions for disposal of drainage water.
(3) Typical sections and details showing material, size and spacing of all framing members, pitch of roof, inside and outside wall covering materials and details of the foundation.
(d) Zoning Compliance. No building permit shall be issued for any structure or additions to a structure which violates any provision of the Zoning Ordinance.
(e) Responsibility.
(1) The contractor or builder shall be responsible for establishing the boundary lines of the lot, the location of the building on the lot to conform with the approved plot plan, and the grade of the finished foundation; and
(2) He shall also be held responsible for any failure of subcontractors to abide by these regulations.
