Such amendment adopted by Council shall become effective thirty days after the date of such adoption unless within thirty days after passage of the ordinance there is presented to the Clerk of Council a petition, as provided for in Article IX
of the Charter.
No amendment for which such referendum vote has been requested shall be put into effect unless a majority of the votes cast on the issue is in favor of the amendment. Upon certification by the Board of Elections that the amendment has been approved by the voters, it shall take immediate effect.
As provided for in Article IX
of the Charter, no measure initiated by the people and adopted by popular vote shall be repealed by Council, or so amended by it as to destroy the effectiveness thereof, within two years after it takes effect.
