967.10 DIVISION OF CEMETERIES; REGULATIONS AND INFORMATION.
   The City of Oregon solicits your cooperation in observing all general rules and regulations regarding planting and decorating at monuments or markers in the cemeteries. Proper respect while visiting the property is appreciated by all surviving friends and families.
   (a)    A well-kept lawn is an ideal condition for all graves. The City or its agent will plant grass seed and maintain the lawn. Mowing season is considered to be from March l to November 15.
   (b)    Shrubs, bushes or trees may be planted by Cemetery personnel only at sites determined by Cemetery personnel. Plot owners or private agents thereof may not plant shrubs, bushes or trees. Shrubs, bushes or trees existing before this section was enacted must be kept trimmed so they do not touch or interfere with monuments on any other lots. The Superintendent reserves the right to trim, cut or remove any existing plant material on lots in violation of this rule.
   (c)    Spring planting of annual or perennial flowers on individual grave sites is encouraged. Beds must be within twelve inches from the monument or marker. Care and maintenance of the seasonal plantings as well as Fall clean-up (by November 15) is the responsibility of the plot owner or private agent. Water and waste receptacles are provided at various locations in the Cemetery. The Cemetery personnel reserve the right to remove any plantings that become unsightly or that interfere with lawn care.
Note: The Cemetery personnel spray herbicide around upright monuments in order to help with mowing. Flowers may not survive in the remaining soil. It is therefore important to place a "DO NOT SPRAY" sign at the monument very early in the season or replace the soil.
   (d)    Fresh cut flowers are allowed in cemetery flower vases at any time. Glass and other non-shatter proof containers shall not be permitted in the Cemetery.
   (e)    Artificial flowers or foliage is allowed at any time in vases attached to the monument.
   (f)    Potted plants may be placed at the gravesite, but containers shall be placed only at ground level and not exceed two per grave space in number.
   (g)    Winter wreaths, grave blankets or grave pillows may be placed at the gravesite from November 15 through March 1. Artificial decorations are also allowed during this time. Any wreath, blanket, pillow or artificial decoration not attached to any monument and remaining after March 1 will be removed and discarded.
   (h)   Veterans' flags are placed by Veterans’ organizations, not the Cemetery personnel.
   (i)    All funeral floral frames, baskets, containers, or forms placed at the gravesite will be removed and discarded after they have served their purpose.
   (j)   Objects that interfere with mowing (March 1 to November 15) or that are unsightly are not allowed and will be removed and destroyed without notice. These include, but are not limited to the following:
