All permits and the fees therefor, the prices of lots and grave spaces sold by the City and all charges for services performed by the City, its agents and employees, in or concerning the cemetery, shall be established by the City. Subject to amendment by the City, the Director of Public Service is authorized to establish, increase and decrease the same. A schedule of fees and charges shall be available for inspection at the cemetery office. A differential may be established between fees, prices and charges to be paid by residents of the City and others.
