Rule 39. It shall be the established policy of the Division of Water and Wastewater Treatment to accept only total and complete payments for charges billed, but if a hardship case exists, the Commissioner of Water and Wastewater Treatment may arrange for partial payments.
Rule 40. It shall be the responsibility of property owners to maintain their piping and plumbing fixtures in good condition and no adjustment will be made for leaks that register on water meters. Each section or part of a section in these rules and regulations is hereby declared to be a separate and distinct enactment and should any section or part of a section be held inoperative or void, it shall not affect the validity of any other section or part of a section.
Rule 41. Anyone authorized to work in the City right of way shall procure a permit from the Division of Water and Wastewater Treatment before any excavation is begun.
Rule 42. If, upon inspection by an official of the Division of Water and Wastewater Treatment, a cross-connection between a sewer and private water supply or other instance of endangering the public water supply is discovered, service will be discontinued until the cross- connection is eliminated to the satisfaction of the Division.
Rule 43. These rules and regulations may be promulgated by the Director of Public Service and the Commissioner of Water and Wastewater Treatment to cover unusual situations.
