Rule 31. On rental property where the owner pays all water charges, service will not be discontinued unless it is delinquent or requested, in writing, by the owner. It will be the responsibility of the property owner to notify the Division of Water and Wastewater Treatment in advance of any change of tenants who pay their own water bill and to furnish signed contracts for new tenants in advance.
