Rule 28. Owners of property shall be held responsible for water used in their premises, but, if requested, statements will be mailed to another designated person, such as tenants or agents, providing the owner signs a contract on forms furnished by the Division of Water and Wastewater Treatment designating such persons and guaranteeing payment. In case the tenants do not pay in accordance with the rules and regulations of the Division, the owner shall not thereby be relieved from the payment of any delinquencies that might occur. All delinquent accounts against property shall furnish just cause for civil suit against the property owner.
