935.05 METER INSPECTION, TESTING AND REPAIR.
   Rule 15. Inspectors, meter readers or employees of the Division of Water and Wastewater Treatment whose duty it may be to enter upon private premises to examine, repair, or install meter, pipes or other appurtenances used in connection with the City water supply, or for any other purposes which may deem necessary in properly safeguarding the interests of City water customers, shall be equipped with proper credentials, as the Director of Public Service may deem necessary to identify them as agents of the Division. Such authorized inspectors, meter readers or employees of the Division must have free access at all reasonable hours to all parts of the buildings for the purpose of said duties. In case an authorized inspector, meter reader or employee is refused such access to any premises, the Division may at its sole discretion either: (a) turn water service off until the City’s request has been complied with and a charge of fifty dollars ($50.00) has been paid, with service not to resume unless access to enter premises is made available and the authorized City employee(s) have completed the required work; or (b) assess on the bill a fee of not more than fifty dollars ($50.00) per billing period to reflect additional costs to the Division arising from the customer’s failure to provide access, with the fee to continue on the bill until access to enter premises is made available and the City has completed the required work; or (c) if the customer has allowed the Division access and the customer objects to the installation of a wireless meter reading device, the customer will be assessed twenty dollars ($20.00) per billing period to reflect the additional costs to the Division arising from the customer’s failure to comply with the City equipment upgrades and modifications.

   Rule 16. The Division of Water and Wastewater Treatment reserves the right to remove a meter from any premises and substitute another in its place for purposes of testing or repairing.
   Rule 17. The Division of Water and Wastewater Treatment will on its initiative undertake to test and correct any meter which in its judgment is registering incorrectly, without the consent of any consumer.
   Rule 18. Upon written request from an owner or consumer, any five-eighths or three- fourths inch meter will be removed and tested for accuracy at the meter department shop. The test will be made in the presence of the owner or consumer, if requested. If the meter tests with two percent plus or minus on all streams above twenty gallons per minute and within ten percent minus on one-half gallon per minute, the established tolerance limits, the meter is functioning properly and a charge of five dollars ($5.00) will be made for the test. Should the test show the meter registering in favor of the Division of Water and Wastewater Treatment, an adjustment will be made in favor of the owner or consumer. If the test shows the meter to be registering in favor of the owner or consumer, the water consumed and not registered will be estimated and charged for accordingly. No charge will be made for the test of meter if the meter is registering incorrectly.
   Rule 19. Meters larger than three-fourths inch shall be returned to the manufacturer for test and repair at the consumer's expense.
