929.20 RATE AND BASIS.
   The Commissioner of Water and Wastewater Treatment of the City is hereby empowered to increase the sewage rates charged to all users of the treatment works in the event that income tax revenues are insufficient to meet debt service payments to the ohio Water Development Authority for financing the wastewater treatment works, Federal EPA Project No. C 390648-01.
   (a)    There is hereby levied and assessed upon each lot, parcel of land, building or premises situated within the limits of the City and having any sewer connection with the sanitary sewage system of the City or otherwise discharging sewage, industrial wastes, water or other liquids, either directly or indirectly into such sewage system, a sewage charge or rental as follows:
      (1)    Unit rate per 1,000 cubic feet - $26.99
      (2)    Minimum quarterly sewer bill based upon water meter size:

   (b)    The rates established in subsection (a) hereof shall become effective and shall be collected only in the event that moneys collected from the payroll income tax established by Ordinance 17-1959, as amended, and from the collection of special assessments levied to pay part of the cost if the project fails to produce sufficient revenue for the repaymentofthe scheduled installments of the Ohio Water Development Authority loan for the wastewater treatment works, Federal EPA Project No. C 390648-01.
