929.19 ANNUAL MAINTENANCE ASSESSMENT.

There is hereby established a charge of twenty-eight cents (28¢) per front foot to be assessed annually against all properties abutting on or served by sanitary sewer lines to pay for maintaining the sanitary sewers in operational condition.
