The Director shall establish other charges and fees which may include:
(a) Fees for monitoring, inspections and surveillance procedures;
(b) Fees for reviewing accidental discharge procedures and construction;
(c) Fees for permit applications;
(d) Fees for filing appeals;
(e) Fees for sampling and laboratory analysis; and
(f) Fees for equipment.
