Each person who makes openings, taps or connections with or construct sewers or drains upon or over public streets or property, shall keep in repair and good order the whole of the work executed by him, until the same is accepted by the Director of Public Service or his authorized representative, which acceptance shall be given in writing, and if deemed necessary by the Director may be deferred until the expiration of one year after the completion of the work.
