The Director of Public Service or his authorized representative shall inspect and approve any opening, tap or connection referred to in this chapter before backfilling begins. If the construction is backfilled or otherwise covered before such inspection, the Director may require the fill or cover to be removed at the expense of the permittee or person making such tap. Such expense if not otherwise paid, shall be an obligation under the bond provided for in Section 925.12.
