(a) Discharge of Polluted Waste to Natural Outlet Prohibited. No person shall discharge to any natural outlet within the City or in any area under the jurisdiction of the City, any sanitary sewage, storm drainage, industrial wastes or other polluted water except where suitable treatment has been provided in accordance with subsequent provisions of this chapter and Section 1177.06
subject to approval by the Director of Public Service.

(b) Prohibited Discharges. No person shall discharge to any natural outlet within the City or in any area under the jurisdiction of the City, any waters from a commercial hazardous waste land treatment or commercial land disposal unit or facility, any waters from a closed commercial hazardous waste land treatment or land disposal unit or facility unless the unit or facility has been clean closed by the removal of all pollutants and contaminants and industrial wastes.
