There is hereby established a sanitary sewer district within the City known as the Navarre Avenue No. 3 Sewer District: a district located in Sections 2 and 11, in Town 10 South, Range 8 East, in the City and described as follows: the south one-half of Section 2 and the north one-half of the north one-half of Section 11, excepting all land lying between the centerline of Starr Avenue and the east and west centerline of Section 2.
