Upon information that such rank vegetation exists or uncontrolled grasses or noxious weeds are growing on lands in the City greater than ten inches, the Commissioner of Building and Zoning shall cause notice to be served on the owners that such weeds, grasses and vegetation must be cut or destroyed within five days after the date of such notice. In such cases notice shall be delivered personally or by leaving a copy at the usual place of residence or business of the owner or by copy sent by regular mail. It is further understood one notice per growing season shall be sufficient notification for repeat offenders.
