Improved platted subdivision lots within residential subdivisions and all commercially zoned property shall maintain noxious weeds, rank vegetation and grass at a height of less than ten inches on all portions of the property. On all other lots within the City, such weeds, grasses and vegetation shall be maintained at a height of less than ten inches along the border of any street and any adjacent improved property. In maintaining such, front yard borders shall extend onto the property to building front or the average building setback. In areas where a setback cannot be established, front yard border shall not be less than 20 feet from the edge of the right of way. Side and rear yard border shall be no less than six feet in width. The cutting or removal of noxious weeds, grasses and rank vegetation on other areas of a property may be required, upon notice, if determined by the Building and Zoning Commissioner to be necessary to prevent a nuisance or eliminate a safety hazard.
