The Director of Public Service shall examine the route to be taken for moving the house or other building and assure that all roads, streets and public ways over which the moving takes place are capable of sustaining the load placed thereon or provide means for repair of such streets, roads and public ways at the expense of the party using the roads, streets and public ways for the purpose of moving. Further, the Director shall, before issuing a license hereunder, determine whether the house or other building can be safely moved without danger to the general public.
