The owner or contractor shall suspend all work covered by this chapter when notified by the Director of Public Service that the weather is unsuitable for carrying on such work. If such work is allowed during cold or freezing weather, the owner or contractor shall take such additional precaution as the Director requires or as set forth in the specifications. No such work shall be done between November 15 and the following April 15, without special permission from the Director.
