All boxes, containers or receptacles for the deposit of newspapers or other matter located, erected, used or maintained within the limits of dedicated streets, highways and public rights of way shall be located, erected or maintained on the same side of such street, highway or public right of way as the boxes, containers or receptacles for deposit of United States Mail and as near thereto as is practicable and consistent with United States Postal Regulations.
